The contracting lens
The Houston commercial rate distribution is measured. This group’s position on it is not.
The measured distribution
Blue Cross and Blue Shield of Texas — the carrier's own published Houston file, read against the federal schedule.
83.9%lower quartile of the measured scope medians
92.6%upper quartile of the measured scope medians
The method
- Take the carrier’s own published in-network file for the Houston market and the plan in question.
- Identify the provider buckets that belong to ONE organization, by employer identification number, and exclude every joint venture by name.
- Compare each code row against the federal schedule for the same code, place of service and locality.
- Take the median across every other Houston group holding the same code — that is the market median this band is drawn from.
- Report the organization’s position as a percentile of that distribution, code by code, and never as one headline multiple.

This is not a finding that the rates are at, above or below the market. It is the absence of a measurement, and no number on this surface should be read as one.
